{"id":12673,"date":"2023-04-28T11:55:24","date_gmt":"2023-04-28T11:55:24","guid":{"rendered":"https:\/\/xislblogs.xtreamlab.net\/slwoods\/?p=12673"},"modified":"2023-05-07T12:58:32","modified_gmt":"2023-05-07T12:58:32","slug":"bureaucratic-logic","status":"publish","type":"post","link":"https:\/\/www.slwoods.co.uk\/?p=12673","title":{"rendered":"Bureaucratic logic"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.westofengland-ca.gov.uk\/\">West of England Combined Authority<\/a> (WECA) is a combined authority consisting of the local authorities of Bristol, South Gloucestershire, and Bath and North East Somerset.<\/p>\r\n\r\n<p>The authority&#8217;s functions, as specified by the West of England Combined Authority Order, mostly cover planning, skills and local transport.<\/p>\r\n\r\n<p>And this post is specifically concerned with transport and buses in particular.<\/p>\r\n\r\n<p>Since passing pensionable age last year, your &#8216;umble scribe has been entitled to a concessionary bus pass offering him free bus travel within England, subject to various conditions.<\/p>\r\n\r\n<p>That being so, your correspondent has found himself doing things he hasn&#8217;t done for many a decade, like running for buses. \ud83d\ude00<\/p>\r\n\r\n<p>At the start of April, <a href=\"https:\/\/travelwest.info\/bus\/bus-service-changes\/\">significant changes were made to bus services within the WECA area<\/a>. To announce the changes, posters were put up at bus stops. At the foot of each poster, some useful information is given (<em>not that the remainder of the posters did not also provide useful information. Obviously a kind of bureaucratic logic of which normal mortals do not wot is at work, together with a degree of perspicacity to which the fictional <a href=\"https:\/\/en.wikipedia.org\/wiki\/Yes_Minister\">Yes Minister<\/a> could only aspire.<\/p>\r\n\r\n<p>That&#8217;s not to say that the authority does not have aspirations. Indeed, the term <em>vision<\/em> appears some 500 times* on the WECA website, <a href=\"https:\/\/www.google.co.uk\/search?q=vision+site%253Awestofengland-ca.gov.uk\">according to a site-specific Google search<\/a>.<\/p>\r\n\r\n<p>Those working at the authority are therefore in need of a doctor in the opinion of the late West German Chancellor Helmut Schmidt, who famously quipped &#8220;<strong>Wer Visionen hat, sollte zum Arzt gehen<\/strong>&#8220;, usually translated into English as <em>Anyone who has visions should go to the doctor<\/em>. Perhaps a logician would also not go amiss. \ud83d\ude09<\/p>\r\n\r\n<p><strong>*<\/strong> = This count is a lot less than the instances of <em>vision<\/em> on the Bristol City Council website (<a href=\"https:\/\/www.slwoods.co.uk\/?p=9727\"><em>posts passim<\/em><\/a>).<\/p>\r\n\r\n<p><strong><em>Update 07\/05\/23<\/em><\/strong>: five weeks after the actual timetable changes were implemented, new revised timetables have finally started to appear at bus stops; see photo below.
