{"id":13818,"date":"2024-03-09T15:22:57","date_gmt":"2024-03-09T15:22:57","guid":{"rendered":"https:\/\/xislblogs.xtreamlab.net\/slwoods\/?p=13818"},"modified":"2024-03-12T11:22:45","modified_gmt":"2024-03-12T11:22:45","slug":"total-failure-for-bristol-city-council-campaign","status":"publish","type":"post","link":"https:\/\/www.slwoods.co.uk\/?p=13818","title":{"rendered":"Total failure for Bristol City Council campaign"},"content":{"rendered":"\r\n<p>Rather than waste sending any officers out from their cosy bolt-holes in the Counts Louse, <a href=\"https:\/\/www.bristol.gov.uk\/\">Bristol City Council<\/a> &#8211; along with their colleagues in the <a href=\"https:\/\/www.avonandsomerset.police.uk\/\">Avon and Somerset Constabulary<\/a> &#8211; favours a policy of legal enforcement by public notice.<\/p>\r\n\r\n<p>This has been applied in recent years to the authority&#8217;s duties under the Environmental Protection Act covering littering, fly-tipping (<a href=\"https:\/\/www.slwoods.co.uk\/?p=11594\"><em>posts passim<\/em><\/a>) and the like. <\/p>\r\n\r\n<p>In recent months, the fly-tipping hotspots of Easton and Lawrence Hill wards have been subjected to not one, but two rounds of public notices being added to the already cluttered and confusing street scene: the first consisting of the well-known red NO FLYTIPPING [sic] signs which long been known to be totally ineffective; and the second consisting of the newer so-called <em>lamp post wraps<\/em> as shown in the photograph below which was taken in Ducie Road in Barton Hill this morning.<\/p>\r\n\r\n<figure id=\"attachment_13839\" aria-describedby=\"caption-attachment-13839\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/xislblogs.xtreamlab.net\/slwoods\/wp-content\/uploads\/\/sites\/23\/2024\/03\/600px_ducie.jpg\" alt=\"Scene showing two fly-tipping enforcement notices being ineffective at halting fly-tipping in Ducie Road, Barton Hill, Bristol\" width=\"600\" height=\"450\" class=\"size-full wp-image-13839\" srcset=\"https:\/\/www.slwoods.co.uk\/wp-content\/uploads\/\/sites\/23\/2024\/03\/600px_ducie.jpg 600w, https:\/\/www.slwoods.co.uk\/wp-content\/uploads\/\/sites\/23\/2024\/03\/600px_ducie-300x225.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-13839\" class=\"wp-caption-text\">Do two enforcement notices work better than one?<br \/>Note also the large volume of litter between both signs.<\/figcaption><\/figure>\r\n\r\n<p>The lamp post wrap informs anyone who cares to read it that someone has recently been penalised fort dumping rubbish here. Between it and the <em>traditional<\/em> red sign, are a black waste sack and a catering size white plastic tub in the corner of the city council&#8217;s public car park in Ducie Road.<\/p>\r\n\r\n<p>A couple of conclusions may be drawn from the above picture, as follows:<\/p>\r\n\r\n<ul>\r\n<li>Enforcement by signage is not effective against fly-tipping; and<\/li>\r\n<li>The city&#8217;s fly-tippers are either illiterate or don&#8217;t bother reading  materials meant to dissuade them; or<\/li>\r\n<li>They consider their chances of being penalised by a local authority constantly pleading poverty and cutting staff numbers are so close to zero that they can be discounted.<\/li>\r\n<\/ul>\r\n\r\n<br \/>\r\n\r\n<p>Just around the corner from Ducie Road, there&#8217;s another lamp post wrap on the bridge carrying the A420 over the railway line at Lawrence Hill. It too has been remarkably ineffective at preventing fly-tipping by the 1600 litre general waste bin that shares the railway bridge&#8217;s footway.<\/p>\r\n\r\n<p>As a footnote, your &#8216;umble scribe did take the time and effort to <a href=\"https:\/\/bristolcouncil.powerappsportals.com\/Waste\/reportflytipping-024\/\">report<\/a> the incident mentioned above.<\/p>","protected":false},"excerpt":{"rendered":"<p>Rather than waste sending any officers out from their cosy bolt-holes in the Counts Louse, Bristol City Council &#8211; along with their colleagues in the Avon and Somerset Constabulary &#8211; favours a policy of legal enforcement by public notice.
