{"id":13953,"date":"2024-04-04T12:09:47","date_gmt":"2024-04-04T12:09:47","guid":{"rendered":"https:\/\/xislblogs.xtreamlab.net\/slwoods\/?p=13953"},"modified":"2024-04-04T13:03:13","modified_gmt":"2024-04-04T13:03:13","slug":"schleswig-holstein-moves-towards-digital-sovereignty","status":"publish","type":"post","link":"https:\/\/www.slwoods.co.uk\/?p=13953","title":{"rendered":"Schleswig-Holstein moves towards digital sovereignty"},"content":{"rendered":"\r\n<p>The region of Schleswig-Holstein on the Jutland Peninsula is no stranger where matters of sovereignty are concerned.<\/p>\r\n\r\n<p>In the nineteenth century there was the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Schleswig%E2%80%93Holstein_question\">Schleswig-Holstein Question<\/a>, was a complex set of diplomatic and other issues arising in the 19th century from the relations of two duchies, Schleswig (S\u00f8nderjylland\/Slesvig) and Holstein (Holsten), to the Danish Crown, to the <a href=\"https:\/\/en.wikipedia.org\/wiki\/German_Confederation\">German Confederation<\/a>, and to each other.<\/p>\r\n\r\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/xislblogs.xtreamlab.net\/slwoods\/wp-content\/uploads\/\/sites\/23\/2024\/04\/DEU_Schleswig-Holstein_COA.png\" alt=\"Coat of arms of Schleswig-Holstein\" width=\"150\" height=\"172\" class=\"alignright size-full wp-image-13978\" \/>In the twenty-first century digital sovereignty has become a matter of political importance to the north German federal state of Schleswig-Holstein.<\/p>\r\n\r\n<p>The blog of The Document Foundation <a href=\"https:\/\/blog.documentfoundation.org\/blog\/2024\/04\/04\/german-state-moving-30000-pcs-to-libreoffice\/\">reports today<\/a> that, following a successful pilot project, the state has decided to move from Microsoft Windows and Microsoft Office to Linux and <a href=\"https:\/\/www.libreoffice.org\/\">LibreOffice<\/a> (and other free and open source software) on the 30,000 PCs used by the state government.<\/p>\r\n\r\n<p>According to a <a href=\"https:\/\/www.schleswig-holstein.de\/DE\/landesregierung\/ministerien-behoerden\/I\/Presse\/PI\/2024\/CdS\/240403_cds_it-arbeitsplatz.html\">statement by the Premier<\/a> of Schleswig-Holstein, the components of its digitally sovereign workplaces are being based on a total of six project pillars:<\/p>\r\n<ul>\r\n<li>Switching from Microsoft Office to LibreOffice;<\/li>\r\n<li>Switching the operating system from Microsoft Windows to Linux;<\/li>\r\n<li>Collaboration within the state government and with third parties: use of the open source products <a href=\"https:\/\/nextcloud.com\/\">Nextcloud<\/a>, <a href=\"https:\/\/www.open-xchange.com\/\">Open Xchange<\/a>\/<a href=\"https:\/\/www.thunderbird.net\/\">Thunderbird<\/a> in conjunction with the Univention <abbr title=\"Active Directory\">AD<\/abbr> connector to replace Microsoft Sharepoint and Microsoft Exchange\/Outlook;<\/li>\r\n<li>Design of an open source-based directory service to replace Microsoft Active Directory;<\/li>\r\n<li>Appraising specialist procedures with regard to compatibility and interoperability with LibreOffice and Linux; and<\/li>\r\n<li>Development of an open source-based solution to replace Telekom-Flexport.<\/li>\r\n<\/ul>\r\n\r\n<p>The decision to switch office suites follows on from the finding by the European Data Protection Supervisor (EDPS) that the <a href=\"https:\/\/www.edps.europa.eu\/press-publications\/press-news\/press-releases\/2024\/european-commissions-use-microsoft-365-infringes-data-protection-law-eu-institutions-and-bodies_en\">European Commission\u2019s use of Microsoft 365 breaches European data protection law<\/a>.<\/p>\r\n\r\n<p>According to Schleswig-Holstein&#8217;s Digitalisation Minister <a href=\"https:\/\/de.wikipedia.org\/wiki\/Dirk_Schr%C3%B6dter\">Dirk Schr\u00f6dter<\/a>, digital sovereignty is an integral part of the state government&#8217;s digital strategy and work programme. &#8220;This cannot be achieved with the current standard IT workstation products. We take digital sovereignty seriously and are moving forward: the decision to change office software is a milestone, but only the beginning of the change: the change to free software for the operating system, the collaboration platform, the directory service, specialist procedures and telephony will follow.&#8221;<\/p>\r\n\r\n","protected":false},"excerpt":{"rendered":"<p>The region of Schleswig-Holstein on the Jutland Peninsula is no stranger where matters of sovereignty are concerned.
