{"id":6405,"date":"2015-09-16T09:44:55","date_gmt":"2015-09-16T09:44:55","guid":{"rendered":"http:\/\/xislblogs.xtreamlab.net\/slwoods\/?p=6405"},"modified":"2015-09-16T09:46:57","modified_gmt":"2015-09-16T09:46:57","slug":"fouling-foi","status":"publish","type":"post","link":"https:\/\/www.slwoods.co.uk\/?p=6405","title":{"rendered":"Fouling FoI"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.slwoods.co.uk\/wp-content\/uploads\/sites\/23\/2015\/09\/no_fouling.png\" alt=\"no fouling road sign\" width=\"150\" height=\"209\" class=\"alignright size-full wp-image-6410\" \/>One topic which all newly elected local councillors anywhere in the country will encounter in their correspondence is dog fouling, especially as the <a href=\"http:\/\/www.pfma.org.uk\/pet-population-2014\/\">UK&#8217;s dog population was estimated to be 9 million<\/a> in 2014.<\/p>\n<p>All those dogs have to eat and dispose of the subsequent waste products <a href=\"http:\/\/kb.keepbritaintidy.org\/dogs\/publications\/guidedog.pdf\">estimated by Keep Britain Tidy<\/a> (PDF) to weigh in at a 1,000 tonnes per day.<\/p>\n<p>Local authorities and town and parish councils have a variety of powers called Dog Control Orders to control the handling and behaviour of dogs on areas of land within their jurisdiction; these include an offence of failing to remove dog faeces.<\/p>\n<p>The maximum penalty for committing an offence under a Dog Control Order is &pound;1,000 in a Magistrates Court. However council officers may alternatively issue a Fixed Penalty Notice, usually set at &pound;75.<\/p>\n<blockquote><p>Dear Bristol City Council,<\/p>\n<p>This is a request for information under the Freedom of Information Act.<\/p>\n<p>Kindly disclose the number of:<\/p>\n<p>a) fixed penalty notices issued<br \/>\nb) prosecutions brought<\/p>\n<p>in the last 5 years for dog fouling<\/p>\n<p>1. within the entire local authority area<br \/>\n2. specifically within Easton &amp; Lawrence Hill wards<\/p>\n<p>Yours, etc.<\/p><\/blockquote>\n<p>The answer was received earlier this week.<\/p>\n<blockquote><p>You sent us a Freedom of Information request on 12\/08\/2015<\/p>\n<p>Your request number is CRN00017902<\/p>\n<p>Our reply to your request is:  <\/p>\n<p>This response should answer your request in full.<\/p>\n<p>a) fixed penalty notices issued in the last 5 years for dog fouling<\/p>\n<p>1. within the entire local authority area  &#8211; 79<br \/>\n2. specifically within Easton &amp; Lawrence Hill wards &#8211; 20<\/p>\n<p>b) prosecutions brought in the last 5 years<\/p>\n<p>1. within the entire local authority area &#8211; 32<br \/>\n2. specifically within Easton &amp; Lawrence Hill wards &#8211; 4<\/p><\/blockquote>\n<p>One striking thing is just how low the overall figures for both fixed penalty notices and prosecutions are for a city of some 430,000 inhabitants, but then again the city council has a very small number of enforcement officers (<a href=\"http:\/\/xislblogs.xtreamlab.net\/slwoods\/?p=6299\"><em>posts passim<\/em>)<\/a> who also have to deal with fly-posting, fly-tipping, litter and other environmental crimes besides dog fouling.<\/p>\n<p>As can also be seen from the statistics, the city&#8217;s Easton and Lawrence Hill wards &#8211; the areas in which Tidy BS5 campaigners are active &#8211; account for about one quarter of fixed penalty notices issued for dog fouling throughout the entire city. Given the city council&#8217;s low levels of enforcement in other Easton and Lawrence Hill for enforcement officers&#8217; other areas of responsibility, this figure is quite astounding. This figure could have been influenced by the dog fouling campaign carried out in both wards 2 years ago by <a href=\"http:\/\/eastonandlawrencehill.org.uk\/\">Up Our Street<\/a>.<\/p>\n<p><a href=\"https:\/\/www.bristol.gov.uk\/forms\/street-cleansing#step1\">Dog fouling in Bristol can be reported online<\/a> to the city council.<\/p>\n<p>In addition, for elsewhere in the UK, the <a href=\"https:\/\/www.gov.uk\/report-dog-fouling\">Gov.uk website has a handy dog fouling reporting page<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>One topic which all newly elected local councillors anywhere in the country will encounter in their correspondence is dog fouling, especially as the UK&#8217;s dog population was estimated to be 9 million in 2014.
