{"id":9879,"date":"2021-06-02T11:17:54","date_gmt":"2021-06-02T11:17:54","guid":{"rendered":"https:\/\/xislblogs.xtreamlab.net\/slwoods\/?p=9879"},"modified":"2021-06-02T11:17:54","modified_gmt":"2021-06-02T11:17:54","slug":"france-the-state-of-open-source","status":"publish","type":"post","link":"https:\/\/www.slwoods.co.uk\/?p=9879","title":{"rendered":"France &#8211; the state of open source"},"content":{"rendered":"\r\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-9900\" src=\"http:\/\/xislblogs.xtreamlab.net\/slwoods\/wp-content\/uploads\/\/sites\/23\/2021\/06\/logo-cnll-2017-e1622632625835.png\" alt=\"CNLL logo\" width=\"150\" height=\"65\" \/><\/p>\r\n<p>In France the Conseil National des logiciel libres (CNLL &#8211; National Free Software Council) has just published its <a href=\"https:\/\/cnll.fr\/news\/resultats-etude-filiere-open-source-france-2021\/\">2020\/2021 survey<\/a> (<a href=\"https:\/\/cnll.fr\/documents\/47\/2021-05-26-Will_CNLL-RapportV1.pdf\"><acronym title=\"Portable Document Format\">PDF<\/acronym><\/a>) into free and open source software in France.<\/p>\r\n<p>The report&#8217;s findings can be summarised as follows.<\/p>\r\n<p>Free and open source companies are typically micro-businesses (59%) and <acronym title=\"Small &amp; Medium-Sized Enterprises\">SMEs<\/acronym> (35.1%). They are generally well established youngish businesses with an average age of 11.5 years. They have a very varied customer base in all sectors and exports account for over 20% of their turnover, as opposed to 16.7% in the digital sector.<\/p>\r\n<p>Besides service activities, there has been a move from solutions-based financial models (invoicing for use, sale of licences) whereas 57.1% are software producers, playing a vital ecosystem role.<\/p>\r\n<p>During the Covid crisis, the majority (64.6%) of companies reported stable or increasing activities, with 82.8% of managers saying they were confident about the future of their companies and 61.1% seeking to recruit staff. However, 53.7% are worried about the French economy over the long term, particularly as regards the durability of <acronym title=\"Business to Business\">B2B<\/acronym> customers.<\/p>\r\n<p>Although it has been recommended by the Secretariat-General for National Defence and Security (SGDSN) to reassert digital sovereignty, only 29.3% of respondents think that France is implementing an open source industrial strategy to counter the Big Tech companies and 64.6% of them believe the powers that be are not giving sufficient encouragement to open source as provided for by law, particularly in respect of public sector procurement.<\/p>\r\n<p>Plus de 80% des entreprises sont d\u00e9j\u00e0 engag\u00e9es dans une d\u00e9marche \u00e9thique libre et responsable vis-\u00e0-vis de crit\u00e8res sp\u00e9cifiques : la moiti\u00e9 d\u2019entre elles a d\u00e9j\u00e0 formalis\u00e9 de tels engagements et l\u2019autre se d\u00e9clare pr\u00eate \u00e0 le faire.<\/p>\r\n<p>Businesses are very involved in the ecosystem and contribute to more than 35 organisations.
